Following discussion in that thread and on IRC, we have a compromised,
explained in bug 969462. The postgres package will ignore the
environmental locale and use /etc/default/locale or /etc/environment or
fall back to C. This should fix the issue.

In case the workaround isn't clear, it is:

LC_ALL=C apt-get install maas
