[Bug 1206114] [NEW] Package apache2-prefork-dev broken in Saucy

Public bug reported:

I have a package with a build-depends on `apache2-prefork-dev |
apache2-dev`. It fails to build on Saucy:

The following packages have unmet dependencies:
 apache2-prefork-dev : Depends: apache2.2-common (= 2.2.22-6ubuntu5) but it is not going to be installed

The problem seems to be that `apache2-prefork-dev` has been renamed to
`apache2-dev`, however, the `apache2-prefork-dev` package is somehow
still "provided" by apache 2.2, which is actually not available anymore
because it has been replaced by apache 2.4.
