If the version in Precise is completely unusable, then I think an SRU
would be reasonable. Or if all the changes through to 0.9.13 meet the
SRU criteria. So does 0.9.5 -> 0.9.13 only fix bugs, or add new
features as well? And is the current version completely unusable for all
users, or only unusable for a specific subset?
If an update does not meet SRU criteria, then another option is a
backport: https://wiki.ubuntu.com/UbuntuBackports
Please could you investigate, comment on which route is appropriate, and
justify the criteria?
