Please sync python-pika 0.9.13-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/rules:
    - Fix running nosetests to actually pick up tests
  * debian/control:
    - Add python-mock to Build-Depends
  * debian/rules, debian/control: enable testsuite during build.
The testsuite was enabled in Debian as well.
