[Bug 1204190] [NEW] azure: use non-static instance-id

Public bug reported:
currently cloud-init is using static instance-id for azure.
we ave access to the sharedconfig.xml file now, which seems like it might have a "real" instance id.
It looks like useful instance id might be:
