I am experiencing similar issues. The host machine is Ubuntu 13.04
Server 64-bit. The host /etc/sudoers file contains the sudo group. Any
VMs built contain an /etc/sudoers file without mention of the sudo
group.
Further, the line including the contents of the directory
/etc/sudoers.d/ is missing (should I file a separate bug report?). Both
issues appear as though they'd be fixed by updating the sudoers.tmpl
template.
