[Bug 1200318] [NEW] lxc-create does not clean up lock file on failure

The file sticks around but no task has it locked, so lxc-create can
continue.

Can you please

	a) show the output of lsof /run/lock/subsys/lxc-ubuntu
	b) show the result of 
		strace -f lxc-create ...

 status: incomplete
