[Bug 1198021] [NEW] /static apache2 alias should probably be /horizon/static

Using 2013.1.

The openstack-dashboard package puts the Horizon WSGI at /horizon but
doesn't change the default static URL from /static. This causes
conflicts if something already lives at /static.
