[Bug 1100857] [NEW] Init script does not support status command

Public bug reported:
I was working on a Puppet script for installing BackupPC on Ubuntu
Precise and noticed that the init script doesn't provide a "status"
command. I updated the script to include status comand patterned off
hose the Apache2 init does it.
A patch file is attached.
