[Bug 1099479] [NEW] /etc/init.d/bind9.dpkg-dist file is left over after lucid to precise main and universe upgrades

Public bug reported:

/etc/init.d/bind9.dpkg-dist file is left over after lucid to precise
upgrades. This occurs during both amd64 and i386 upgrades with main and
universe packages.

Steps: ( These tests are automated, but a sequence is what the test is
doing is given below)

1. Create a lucid base image using ubuntu-vm-builder, with any architecture, and openssh-server as an additional package
2. Bootstrap it to the Lucid ubuntu-standard image with main/ universe packages
3. Upgrade it to the next lts release (precise)
