[Bug 1098634] [NEW] incorrect bzr invocation on certain "charm get"s

Public bug reported:
When issuing "charm get" on certain charms, the followin error is
issued:
bzr: ERROR: Transport operation not possible: readonly transport
Error:
Charm invokes "bzr" with the wrong arguments, possibly due to a bug in dependency resolving.
This is the bzr invocation according to strace:
[pid 2106] execve("/usr/bin/bzr", ["bzr", "branch", "lp:charms
/cloudfoundry-server-dea", "lp:charms/cloudfoundry-server"], [/* 41 vars
*/]) = 0
The repository is passed twice with different values, causing bzr to
fail.
How to reproduce:
$ charm get cloudfoundry-server
Package version:
0.3+121-0ubuntu1, running on Precise
** Affects: juju (Ubuntu)
Importance: Undecided
