The archive versions are correct. It looks like you've somehow managed
to upgrade php5-cli to the version in 12.10. Check your apt sources.
Sorry I can't help more, but it's pretty hard to consider all the things
that could be wrong on your system without having it in front of me.
Since this is a bug tracker and not a support channel, this isn't an
appropriate place to get help on configuring your own system. Try one of

I accept that I might be missing something, but it seems unlikely given
the above rmadison output. Consider seeing if you can reproduce your
problem on a fresh installation of 12.04.1. If you can, then please post
exact steps to reproduce here, then change the bug status back to New.
