[Bug 1261335] Re: Nova-compute fails if it doesn't wait for libvirt-bin

Steps to verify the fix:

1. Copy the patched upstart configuration to /etc/init
2. Execute the following commands:

   sudo stop nova-compute
   sudo stop libvirt-bin

   sudo start nova-compute
   sleep 10
   sudo status nova-compute
   # nova-compute start/running, process 13692
   # It's up and running. No error log is appended in nova-compute.log.
