Could you use the newer Qemu 1.7 and Libvirt 1.2 in Ubuntu Trusty?
In the Qemu 1.7 changelog i found, that the migration in 1.6 to older versions is broken (Migration was broken from QEMU <= 1.5 to 1.6; the new release fixes it.).
I am using Qemu 1.2 on Ubuntu 12.10 and with more than one cpu in the virtual machine and virtio as network interface and vhost=on the network is very slow. With one cpu in the vm you get the full speed.
I'm not sure, but i think this line in qemu 1.7 changelog solves the problem:
VFIO now supports setting CPU affinity on MSI interrupts.
