[Bug 1257962] [NEW] qemu needs at least version 1.3.0-3 of libfdt-dev to build

Public bug reported:
I'm backporting QEMU from Trusty to Precise, and I've exposed a build
dependency problem.
The library libfdt-dev had a bug with version before 1.3.0-3 preventing
it from being used. See the changelog:
device-tree-compiler (1.3.0-3) unstable; urgency=low
* libfdt-dev: Missing header file prevents the library usage

Currently QEMU just build-depends on "librbd-dev" with no version. It
needs to depend on at least version 1.3.0-3. This isn't an issue when
building on Trusty, but on Precise the old broken libfdt-dev will get
used.
