[Bug 1257435] [NEW] Chef does not run with all install types

Public bug reported:

When using #cloud-config and a chef directive, the initial `chef-client`
run only happens when install_type is set to "gems".

Expected behavior: No matter the install_type, an initial `chef-client`
run will execute.
