I'll try to look at this some more tomorrow.

relavent files are:
  [ntpdate] /etc/dhcp/dhclient-exit-hooks.d/ntpdate
  [ntp] /etc/dhcp/dhclient-exit-hooks.d/ntp
  [ntp] /etc/init.d/ntp /etc/ntp.conf

it certainly looks to me like the stuff is supposed to work
