I verified this fix in todays image of saucy after 'apt-get install cloud-init && reboot'. the root filesystem is then correctly grown.
$ cat /etc/cloud/build.info 
build_name: server
serial: 20130815


Tomorrows (20130816) should have the new cloud-init inside.
