rather than a dependency the problem. The dependency issue happens
subsequent to your problem because other packages require
apache2.2-common to be configured.

What is /etc/apache2/mods-enabled/alias.load on your system, and how did
it get there?

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
