Public bug reported:
12.04 uses ec2-api-tools 1.5.0.0
12.10 uses ec2-api-tools 1.6.1.1
AWS is deprecating the SOAP API, which is the only one that 1.5.0.0
supports (newer version not in backports either). 1.6.1.1 supports the
use of the AWS Access/Secret keys, which is their way forward. Precise
will be with us for a while, so it would be good to update these tools
to suit.

Deprecation notice seen in help text for ec2-create-snapshot v1.6.1.1:
-K, --private-key KEY
[DEPRECATED] Specify KEY ...
-C, --cert CERT
[DEPRECATED] Specify CERT ...
and AWS 'managing credentials' page
http://docs.aws.amazon.com/IAM/latest/UserGuide/ManagingCredentials.html
** Affects: ec2-api-tools (Ubuntu)
Importance: Undecided
Status: New
