Looks like the package is missing all the DB migrations

ls -l /usr/share/pyshared/keystone/common/sql/migrate_repo/versions

001_add_initial_tables.py


Should be a lot more (22 in fact) :
see https://github.com/openstack/keystone/tree/master/keystone/common/sql/migrate_repo/versions
