Downloaded following packages from https://launchpad.net/~openstack-ubuntu-testing/+archive/grizzly-trunk-testing/+packages:
python-pyparsing_1.5.7+dfsg1-0ubuntu1~ubuntu12.04.1~grizzly0_all.deb
python-cmd2_0.6.4-1~ubuntu12.04.1~grizzly0_all.deb
python-cliff_1.3.1-0ubuntu1~ubuntu12.04.1~grizzly0_all.deb
python-quantumclient_2.2.0-0ubuntu1~cloud0_all.deb

And, then ran to workaround the issue.
apt-get install -y quantum-server quantum-plugin-openvswitch quantum-plugin-openvswitch-agent dnsmasq quantum-dhcp-agent quantum-l3-agent
