[Bug 1052707] [NEW] ssh client ignores PasswordAuthentication no

With the setting "PasswordAuthentication no" in /etc/ssh/ssh_config or
when passing -o PasswordAuthentication=no, ssh still prompts for a
password for keyboard-interactive authentication.
