[Bug 1047520] [NEW] NEWS and release notes need updating

Public bug reported:

A NEWS item will need to be written, and release notes updated in the
Ubuntu package in Quantal, in order to account for the changes to the
package implemented in PHP 5.4.4, which were prompted by Launchpad Bug
900620 and Debian Bug 650204.

The changes modified the default configuration files for php5-fpm's
listener, which instructs php5-fpm to listen on a UNIX socket at
/var/run/php5-fpm.sock instead of at the TCP listener at 127.0.0.1:9000
which prior versions of the php5 packages used.
