During installation of exim4-base, there is an attempt to execute a non-
executable temporary file:

Can't exec "/tmp/exim4-base.config.119161": Permission denied at /usr/share/perl/5.14/IPC/Open3.pm line 186.
open2: exec of /tmp/exim4-base.config.119161 configure 4.76-3ubuntu3.1 failed at /usr/share/perl5/Debconf/ConfModule.pm line 59
