[Bug 1065101] [NEW] /etc/default/ssh not needed and can be removed

Now that sshd is an upstart service, the file  /etc/default/ssh is not
needed and should be removed to avoid confusion.  The settings are now
made at the end of  /etc/init/ssh.conf instead.
