[Bug 1065062] [NEW] /var/lib/maas/celerybeat-cluster-schedule cannot be created by the cluster controller.

When the cluster controller is installed on a separate machine (i.e. not
next to the region controller), the celery DB file can't be created in
/var/lib/maas/celerybeat-cluster-schedule (because the directory
/var/lib/maas/ is not created).
