[Bug 1060237] Re: apt-get install maas maas-dhcp maas-dns fails

Looks like r111 of the packaging branch caused this. maas-dhcp tries to
stop isc-dhcp-server, but since it wasn't running (this was a new
install), apt-get got this error instead isc_dhcp_server: unrecognized
service
