[Bug 1076075] [NEW] maas_cluster.conf ends up with the wrong URL after upgrade.

maas_cluster.conf should be using a URL like: http://<host>/MAAS,
however, on upgrade, it gets changed to http://<host>/

This causes that maas-cluster-controller is unable to start.
