Ubuntu better.

This looks like a local configuration problem, rather than a bug in
Ubuntu, so I'm marking this bug as Invalid.

Specifically, you must configure your TFTP directory as absolute in the
configuration prompt. You may be able to fix this by typing "sudo dpkg-
reconfigure tftpd-hpa" and changing the path to a correct one.
