Thanks for taking the time to report this bug in Ubuntu.

I think that this issue is probably due to the upgrade being
interrupted.

I would recommend the following steps to resolve:

    sudo /etc/init.d/snmpd stop
    sudo apt-get -f install

Hopefully this should resolve your issue.

I'm going to mark this bug as 'Incomplete' with a priority of 'Low'.

If these steps do resolve you issue please mark the bug as 'Invalid'.
