[Bug 968124] [NEW] Restarting rabbitmq-server from another package's postinst hangs the init script

Step to reproduce:
    apt-get -y install maas

This hangs on "initctl emit rabbitmq-server-running". According to a
discussion in #ubuntu-devel yesterday, this is the wrong way to do it.
