[Bug 962373] [NEW] unhelpful error message when .ssh/known_hosts doesn't match

Public bug reported:

In testing juju against openstack, I found that whenever I would 'juju destroy-environment' and then 'juju bootstrap' when I would try to use juju commands I would
$ juju bootstrap
$ juju ssh 0
$ juju destroy-environment
$ juju bootstrap
$ juju ssh 0
...
2012-03-22 12:03:54,459 ERROR SSH forwarding error: @@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@@

This is unhelpful. This happens because the ip address allocated in the
first bootstrap is reused in the second, and the host keys change. It
would be better if juju would say that the keys changed (and possibly
something about how to fix it-- but don't make it too easy; we want
people to know that this is a problem).

** Affects: juju (Ubuntu)
     Importance: Undecided
         Status: New
