[Bug 569757] Re: NIS upstart dependency broken for lucid

Tested the proposed package in Lucid and it appears to depend on Upstart
0.9.7-2 but Lucid only has 0.6.5-8.  So trying to upgrade marks "nis" as
broken and wants to remove it.
