[Bug 956019] [NEW] keystone doesn't install the copyright file

Public bug reported:

keystone doesn't install the copyright file to the binary package
because it never calls dh_installdocs:

#	rm -f $(CURDIR)/debian/keystone-doc/usr/share/doc/keystone-doc/html/_static/jquery.js
#	ln -s ../../../../javascript/jquery/jquery.js $(CURDIR)/debian/keystone-doc/usr/share/doc/keystone-doc/html/_static/jquery.js
endif

I guess the whole thing should just be commented out.
