Unpacking odbcinst (from .../odbcinst_2.2.14p2-5ubuntu2_amd64.deb) ...
(Noting disappearance of odbcinst:i386, which has been completely replaced.)
Selecting previously unselected package odbcinst1debian2.

This may have something to do with why apt thinks odbcinst1debian2 is
ready to be configured when it isn't.  Certainly an apt ordering bug
though.
