Thanks for reporting this bug.  It's known, and caused by your container
running udevadm trigger.  If you have precise containers, they will
avoid running udevadm trigger to prevent that happening.  You can update
your containers by hand to do that otherwise.

I'm going to mark this a duplicate of bug 948447.
