Please sync nagios3 3.4.1-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Don't fix permissions in cgi postinst (LP: #931859)

Change taken from debian, which is now included in 3.4.1-1
