[Bug 1009399] [NEW] freeradius initscript fails silently

Public bug reported:

After installing and configuring the freeradius server, the startup
script does not work properly:

calling the initscript: freeradius start fails silently, unless you
first mkdir /var/run/radiusd.


Please fix this :)
