[Bug 1028674] [NEW] Quantal Alpha-3 cloud images tested as unstable for multi-part-ud

Cloud Images for Quantal appear to be unstable as a result of the Cloud-
Init rework commit or the test suite is improper for the Quantal Cloud-
Init change.
