[Bug 1027808] [NEW] dnsmasq doesn't start at system startup

Public bug reported:

dnsmasq is configured to start after vmware came up. This worked for a
long time, until the last upgrade of upstart. Since then it seems the
settings given in the header of the /etc/init.d/dnsmasq-File are plainly
ignored. All these not converted jobs are started in alphabetical order.

Maybe the behaviour was interduced a long time ago, but did not lead to errors like this, because dnsmasq just sitting there and waiting for interfaces coming up, then using them if configured. Since I switched to Ubuntu 12.04 this isn't the case any more.
With Ubuntu 11.10 dnamasq could be started without any interface up. If interfaces started being active they where silently used and dnsmasq was accessible on them.
With Ubuntu 12.04 this has changed: dnsmasq requires now all interfaces being active when started, failing if configured interfaces missing.
