[Bug 932415] [NEW] Cloud-config can not add PPAs with international text in their description

locale: en_US.UTF-8
apt_sources:
- source: 'ppa:ferramroberto/java'

This fails silently. Inserting debugging, we find the shell out to add-
apt-repository fails with:

Traceback (most recent call last):
  File "/usr/bin/add-apt-repository", line 82, in <module>
    print " %s" % (ppa_info["description"] or "")
UnicodeEncodeError: 'ascii' codec can't encode character u'\xfc' in position 99: ordinal not in range(128)
