[Bug 928769] [NEW] nova-compute fails due to absence of policy.json

Public bug reported:

nova-compute needs the policy.json file, but it is not include in the nova-compute package:
    TRACE: ConfigNotFound: Could not find config at /run/policy.json

I am using the Essex-3 packages of nova.
