thanks for filing this bug.
lxc-ls actually handles the case where mount -t cgroup shows nothing,
by then checking in /proc/self/mounts.
The /sys/fs/cgroup/<subsys>/<init-cgroup>/lxc directory is explicitly
created with 0755. The container's directory (mistakenly) is not,
i.e. /sys/fs/cgroup/<subsys>/<init-cgroup>/lxc/container1. But your
output isn't showing that, it's showing lxc itself.
Curious!
Can you tell us what else you have installed?
dpkg -l | grep libvirt
dpkg -l | grep cgroup
and how long it has been running?
