Public bug reported:

Its possible to get buckets and object with bad permissions when using
the radosgw keystone integration unless 'rgw swift use keystone = true'
is specified; this caused top level operations such as 'swift list' to
return no content.

Discussed upstream; this directive will be dropped and turned on
automatically if the keystone integration is configured.
