Ubuntu version 12.10
Dnsmasq version 2.63-1ubuntu1
Same as bug #875950

network-manager is not installed.

Dnsmasq generates empty /var/run/dnsmasq/resolv.conf

Error: no servers found in /var/run/dnsmasq/resolv.conf, will retry

/etc/resolv.conf:
nameserver 127.0.0.1

/etc/dnsmasq.conf:
resolv-file=/etc/dnsmasq-resolv.conf
dhcp-option=option:router,192.168.255.1
dhcp-option=option:dns-server,192.168.255.2
dhcp-range=192.168.255.100,192.168.10.200,255.255.255.0,1h
no-hosts

/etc/dnsmasq-resolv.conf:
nameserver 8.8.8.8
nameserver 8.8.4.4
