Thank you for taking the time to report this bug and helping to make
Ubuntu better.

This sounds like either a local misconfiguration in OpenStack or a bug
in OpenStack. Although it could be a libvirt issue, with the limited
information we have I don't see how we can justify that at this time. So
reassigning to nova.
