Thomas,
 Could you please try
cloud-init_0.6.3-0ubuntu1.3_all.deb.

Then, 
 * Boot instance with expected functioning user-data.
 * ssh in, see failure
 * install cloud-init
 * sudo rm -Rf /var/lib/cloud /var/log/cloud-init* 
 * sudo reboot
  * verifiy this time it worked.
