Proof of concept has this diff:

Specifically:

2012-08-22 20:40:45,149 - util.py[DEBUG]: Cloud-init v. 0.7 running 'init-local' at Wed, 22 Aug 2012 20:40:45 +0000. Up 5.53 seconds.

The patch there is hacked to turn this on by default and also to force
the writing of that file (and avoid a reboot loop by having me touch
/etc/foo first).
