[Bug 1038356] [NEW] version contains epoch

As you can see here- https://launchpad.net/ubuntu/oneiric/amd64/libdns69
the version field contains epoch value. Other packages do not contain
epoch value. This breaks OVAL definition
http://oval.mitre.org/repository/data/getDef?id=oval:org.mitre.oval:def:15365

To be able to automatically generate OVAL definition, I think it is
important that packages follow a consistent version nomenclature
